Wtta: what will change for you as a temporary worker?

The Wtta introduces admission for lenders. See what the introduction in 2027, the register and enforcement from 2028 mean for employees.

The Act on the Admission of Labor (Wtta) concerns companies that lend personnel to other companies. It is not a personal work permit. The start of the new system is still in the future on October 5, 2026.

The introduction in steps

  1. November 1–December 31, 2026: Lenders can register for the transitional arrangement.
  2. January 1, 2027: the law enters into force and the transition year begins.
  3. May 1–June 30, 2027: period for applying for admission or exemption.
  4. From 1 July 2027: assessment by the Dutch Lending Market Authority (NAU) and check of the status via the public register.
  5. From 1 January 2028: the Dutch Labor Inspectorate will enforce the admission requirement. The transitional arrangement and any exceptions must also be taken into account.

What can you do as an employee?

Ask for the legal name of your employer and keep your contract and pay slips. The NAU assesses lenders; As an employee you do not have to apply for permission. A registration or quality mark does not mean that your pay slip is automatically correct. Continue to check wages, collective labor agreements, hours and deductions.

Can you already check an employment agency?

The government mentions July 1, 2027 as the start for checking admission statuses in the public NAU register. Do not draw any conclusions from the lack of a Wtta admission before that date. View the current information at NAU, including about transition statuses.

Does your contract change automatically?

The new admission rules do not in themselves provide an individual answer about your contract, salary or residence. Ask for advice before signing a termination or new contract. If work disappears or wages are missing, gather evidence and seek appropriate help; do not wait for the new law.

Frequently asked questions

Is the Wtta the same as my residence or work permit?

No. The Wtta concerns the admission of lenders. You must check the conditions for staying and working in the Netherlands separately.

What if my agency is not approved?

This may have consequences for the hiring of staff. The consequences for your contract depend on the situation. Ask for independent help in a timely manner and do not stop working or recording your hours without advice.

Are all details final?

The official schedule contains several phases and transition conditions. Use NAU information to check the current procedure and status of a lender.
