The short answer
DigiD is your personal login for Dutch government services. A BSN is one of the things you need, but having a BSN does not mean you already have an active DigiD account. Apply through the official DigiD website and keep control of the process.
For the ordinary application route, the activation letter goes to the address recorded in the BRP. DigiD says the letter arrives within five working days and the account must be activated within 21 days. If you live abroad, a separate route can involve a desk code and identity verification at a desk or by an eligible video appointment.
Keep control of your government account
Use the official DigiD application and activation route. Choose contact details you control and follow the current identity and activation instructions. Do not let an employer or intermediary choose a password it keeps. A promise to arrange allowances is not a reason to share your login or app approval.

Check recovery and login options before moving or replacing a phone. Keep your registered contact information accurate and read official correspondence. When someone helps you with an application, use an official authorisation route where available rather than handing over permanent access to tax, healthcare and municipal services.
