An A1 certificate records which country’s social-security legislation applies. It is important when someone works temporarily across borders or regularly in several countries.
Understand what the certificate proves
It is not an employment contract, a payslip or a general exemption from Dutch working conditions. Ask for a copy and check that the employer, work pattern and dates match your assignment.
Changes can require a fresh assessment
Do not assume a certificate remains appropriate after changing employer, extending an assignment or starting work in another country. The responsible institution needs accurate information. For work in several EU countries, contact the social-insurance institution in your country of residence. Applications concerning Dutch insurance are handled by SVB under the relevant conditions.

- Ask which institution issued the A1 and obtain the document.
- Compare its period and employment details with the actual assignment.
- Report material changes to the employer and competent institution.
Your foreign employer sends you to a Dutch customer, then you accept a direct job with that customer. The old posting document does not automatically cover the new employment relationship.

Is A1 the same as a work permit?
No. It concerns social-security legislation. The right to work and applicable employment protections are separate questions.
Who applies for the certificate?
For employees, the employer commonly applies. Procedures differ for multi-country work and the responsible country; use the competent institution’s instructions.
Can I apply through SVB if I live abroad?
Not automatically. Multi-country situations are normally reported to the institution in the country of residence, which coordinates the decision.
Does A1 mean Dutch minimum wage rules do not apply?
No. A social-security certificate does not by itself remove employment protections for work performed in the Netherlands.
What if my assignment dates change?
Ask the issuing institution or employer whether the certificate must be changed. Keep the reply with your employment records.
