Ukraine: work, temporary protection and RMO

Check residence evidence, the employer’s UWV notification and healthcare under RMO.

The short answer

This page is for people who may fall under the Dutch implementation of temporary protection after displacement from Ukraine. Ukrainian language or nationality alone does not determine your rights. Check the current IND conditions and your own residence evidence first.

The IND and UWV pages checked on 4 October 2026 state that temporary protection runs through 4 March 2028. New applications can have additional conditions introduced on 5 August 2026, including an IND check concerning military obligations, with exceptions. This website does not decide eligibility. Non-Ukrainians who only had a temporary Ukrainian permit have a different position; their protection generally ended on 4 September 2025, and individual proceedings or another status can matter.

Use status, not language, to choose the rules

Speaking Ukrainian does not by itself determine residence or healthcare rights. Check whether temporary protection applies to you, which evidence you hold and which healthcare scheme covers you. An ordinary EU-worker insurance checklist should not automatically replace the RMO route when a protected person starts working.

Keep work and healthcare paperwork separate

Ask the employer to confirm the required UWV employment notification and keep the relevant residence evidence available. For treatment, give the provider the information needed to establish RMO cover. Check the actual coverage before paying for care or buying insurance, and recheck the route if your legal status changes.

What to do next

  1. Register through the municipality and IND protection process and obtain the required proof of residence; check the IND appointment deadlines.
  2. Before starting employed work, have the employer confirm the UWV notification. UWV states work can start two working days after that notification; an agency makes it for its own employee.
  3. Confirm RMO coverage using your BSN with the healthcare provider or RMO, and report income changes to the municipality because living allowance and shelter contributions can change.
A practical example

Starting a warehouse job while covered by RMO does not automatically require buying an ordinary Dutch basic insurance policy. RMO has no premium or deductible for covered care; coverage conditions still apply. A voluntarily retained policy requires a separate check.

Questions people ask

Can I use the salary calculator?

Only as the clearly stated whole-year resident scenario if its tax and social-insurance assumptions fit. Temporary protection does not establish tax residence automatically. The tool does not calculate municipal shelter contributions, loss of living allowance or an individual migration-year tax return.

Does starting work automatically mean I must leave RMO?

No. Starting employment does not by itself require a person covered by the relevant temporary-protection RMO arrangements to switch to ordinary basic insurance. Check your status.

Does speaking Ukrainian establish RMO eligibility?

No. Eligibility depends on the applicable status and scheme conditions, not the language you speak.

Is every treatment covered without checking?

No. RMO has a defined package and conditions. Ask the provider to verify cover and any authorisation requirements for the treatment.

Should I claim ordinary healthcare benefit just because I started work?

Do not assume entitlement. RMO and ordinary basic insurance are different routes; healthcare-benefit conditions require a separate check.
